Meeting Proceedings
1. Overview of Meetings for the Year
The council discussed the general overview of meetings scheduled for the 2025–2026 school year, including expected topics, procedures, and goals for the council.
2. Rules of Order and Procedures
The council reviewed the established rules of order and procedures to ensure meetings are conducted efficiently and transparently.
- Motion: Mr. Jeff Keck motioned to approve the rules and procedures as written.
- Vote: The council unanimously voted in favor of the motion.
- Decision: Rules and procedures were approved as presented.
3. Agenda Guidelines
The council noted the importance of having all discussion items formally listed on the meeting agenda.
- Items for discussion must be submitted in advance to be included on the agenda.
- Agenda items and minutes from the previous meeting are due one week prior to the next scheduled community council meeting.
4. Election of Chair
Kylee Maughan nominated Christa Anderson to serve as the Chair of the Community Council.
- Vote: The council unanimously voted in favor of the nomination.
- Decision: Christa Anderson was officially elected as Chair

Meeting minutes-November 19, 2025

Meeting Proceedings:
1. Review of Land Trust Budgets
The council reviewed the budget for 2024-2025 as well as the balance remaining as of 10/15/25..At the next meeting in January, there will be mid-year data to review to assist the council on the allotments best use.
2. New Business
A) School Safety: The council reviewed the safety routes surrounding the campus. Mr. Jeff Keck proposed a map of safe walking routes for student access.
*Motion: Mr. Jeff Keck motioned to approve the safe routes map.
*Vote: Council unanimously voted in favor of the motion.
*Decision: The safe routes map was approved as presented.
B) Internet Safety: The council discussed two methods of internet safety currently being utilized by Providence Elementary. The use of Google accounts as well as Go Guardian were discussed.

Agenda Items & Discussion
Rules of Order & Procedure Update
Council reviewed updates to the Rules of Order and Procedures and confirmed the following timeline and processes:
Election Timeline
- Volunteer interest gathered in April
- Names submitted by May 5
- Nominees posted May 6–16
- Ballots sent home May 17–27
Membership Policies
- Members will be replaced after 3 consecutive absences
- Resignations must be submitted in writing to the council chair
School Data Review
Administration shared current school performance data:
- School is performing at or above district averages in most areas
- Second highest reading scores in the district
- Teachers completed Letters training, allowing for greater instructional flexibility
- Early data shows the training is positively impacting outcomes
- Some learning gaps remaining
A School Improvement Plan is being developed to address these gaps and will be discussed further at the next meeting.

1. Review of Land Trust Budgets
The council reviewed the budget for 2025-26 as well as the balance remaining as of 1/28/26.
2. New Business
School Improvement Plan and Land Trust Plan Review. Reviewed the projected allocation for 2026-27.
Reading scores measured by Acadience testing targeted subject of focus.
Goal: Improve sub-scores, minimize reading skill gaps, increase fluency in nonsense words for Kindergarten.
Paraprofessionals will account for a significant portion of the budget.

I. Welcome
The meeting was called to order and attendees were welcomed.
II. Review Trust Lands Budget 2025–2026
The council reviewed the current Trust Lands budget allocations:
- Instructional Aides: $105,854.23
- Computer Supply: $8,280
- Computer Software: $800
- Subscriptions: $1,231
Total Allotment: $116,165.23
Remaining Balance (as of 3/25/26): $43,899.11
Discussion included current spending and remaining funds available.
III. New Business
A. School Improvement & Land Trust Plan Approval
- The proposed plan was reviewed.
- Motion to approve the budget/plan: Kylee Maughan
- Seconded by: Stephanie Brown
- Motion passed.
B. Safe Routes Plan for 2026–2027 (New Boundaries)
The group took a field trip to assess the roads and create the safest path to school.
Discussion points included:
- Reassessing need for crossing guards
- Adding crosswalk and sidewalk improvements, especially near judges’ area
- Specific locations mentioned:
- Crosswalk at 400 S (with guard)
- Crosswalk at 100 S (with guard)
- Consideration to:
- Walk the route as a group
- Evaluate sidewalk needs and safety gap
Additional discussion:
- Direction of student travel
- Encouraging kids to walk safely along consistent routes

B. Safe Routes Plan for 2026–2027 (New Boundaries)
Discussion included proposed updates to improve student safety:
- Proposed completed safe route plan
- No bus service within 1.5 miles
- Crossing guard recommended on Center Street
- Two crosswalks across Main Road:
- 300 South
- Center Street
- Approximately 400 students would use the Center crossing
- Recommendation for an additional crossing guard near 1100 South
- Exploration of bussing options discussed
Outcome:
- Safe Routes Plan was voted on and approved
