What is a School Community Council?
Every school in the Cache County School District has a School Community Council (SCC) or a trust land committee. This council consists of the principal, teachers elected by their peers, and a majority of parents elected by other parents of students at the school.
The SCC plays a vital role in supporting student achievement by developing plans to address the school’s most significant academic needs. These plans, such as the School LAND Trust plan and school improvements plans, are submitted to the local school board for approval and funded by an annual dividend from the permanent State School Fund. “LAND” stands for Learning and Nurturing Development.
The council acts as an advisory body to the school, fostering collaboration among parents, teachers, and administrators. Parents serve as the primary advocates for children, ensuring that diverse community viewpoints and values are represented.
SCC meetings are open to the public, and everyone is welcome to attend. Agendas are posted online one week before meetings, and meeting minutes are made publicly available for review.
Purpose and Duties
The School Community Council has several key responsibilities, including:
- Developing the School LAND Trust Plan to address the school’s greatest academic needs.
- Advising on school improvement efforts and appropriating funds to support those efforts.
- Enhancing parent involvement to promote student success.
- Acting as an advisory board to provide feedback on school decisions and initiatives.
- Collaborating to ensure that funds are used effectively and equitably to support student achievement.
The SCC also provides transparency and accountability by publishing annual plans, funding reports, and progress updates, which are all accessible online.
Who is on the Council?
The SCC is composed of the following members:
- The principal of the school.
- Teachers, elected by their peers.
- Parents, who make up the the majority of the council and are elected by other parents.

Providence Elementary has a very supportive School Community Council. Parents are encouraged to join the School Community Council to play an active role in their child’s education. Elections are held annually, and interested parents should contact the school principal or current council chair for more information. Notices about open positions are made in the spring.
Serving on the council is an opportunity to collaborate with educators and other parents to improve the school’s programs and environment. No prior experience is necessary - just a commitment to student success and community engagement.
